*Personality:
One of Garrus' defining traits is his innate sense of justice. Even before he became a C-Sec officer, he's always felt he had a responsibility to help others, which probably stems from the society he grew up in. The Turian Hierarchy is a meritocracy with strong values placed on duty and the wellbeing of the group over the individual. And while being able to follow orders is also valued, Garrus only gets increasingly frustrated when rules or technicalities prevent him from helping people in the way he feels he can.
A younger Garrus Vakarian was much more idealistic and hot-headed. The fact that his Father was a by-the-book high ranking C-Sec officer himself only exacerbated this, enough to get him to quit and run off on his own. The thought of a criminal getting away with what they did is enough to get him to do something reckless, even if it sometimes meant hurting innocents along the way. He disobeyed the orders of the Executor on the Citadel to follow Shepard after he wasn't able to get enough evidence to prosecute Saren, determined to prove the Spectre was a traitor and take him down. In retrospect, he considers himself a pretty bad turian, since he had a tendency to disobey orders and avoided his father due to their conflicting opinions.
His time on the lawless space station Omega was a trial on his morals and determination. After having gotten experience in law enforcement with C-Sec, he felt that going here to right wrongs as a vigilante was a way to truly help, with no red tape to stop him. He gathered a team of like-minded individuals to pursue his goal. He had matured a bit since then, as he did establish some baseline codes to keep his team together, The rules were that they didn't work for money, and never killed civilians under any circumstance. And they kept to their word until the very end.
Though they were outnumbered, he was proficient enough with tactics to corner and bait their targets, succeeding in bringing the crime rate down on the Station. His team had disrupted the local crime groups enough to get them to team up to take them down, this time from the inside. After being betrayed by one of his own, Garrus felt like the death of his team was his own fault for not sniffing out the betrayal in time.
Though he still holds some of his idealism and duty to help others, he's grown a lot more cynical. At one point, he was even becoming rather vengeful when pursuing the traitor in question, breaking his own codes to get back at him. Until Shepard convinced him to give them a second chance, Garrus was riding a dangerous line between keeping to his original vision and going down a darker path. While he originally had an very clear vision of what was right and wrong, the experience made him question whether the way he approached his goals was the right path when faced with a more grey morality.
Despite all this, Garrus is much more relaxed among friends and strangers he might meet. He'll toss up some humor and a little well-meaning sarcasm into regular conversation, as long as he doesn't get a whiff of something else going on. He's extremely loyal to close friends, willing to (literally) follow Shepard to the ends of the Galaxy and battle against impossible odds. In light of his struggles, he hasn't had much time to really settle down into regular relationships and makes quite the awkward flirt. But hey, he tries. And maybe that unintentionally suggestive comment will come off as charming rather than dorky.
*Powers/Abilities:
As a turian, Garrus is slightly taller than most humans on average, though he has a more slender frame. Palaven, his home planet, is bathed in deadly radiation, and so his species have adapted as such. He has metallic, bony plates over his face and back that protect from radiation, they don't really protect so much against physical trauma. They were a predator species, so he has talons and sharp teeth. Garrus is also a dextro-amino organism, which means he can't eat human food without getting a severe allergic reaction. His food is inedible to humans as well.
Garrus received military training as part of the mandatory service required of all turian citizens, and ended up happening to be one of the best hand-to-hand combat specialists on the ship he served on. He was also well-reknowned for his abilities with a sniper rifle, which is his preferred weapon of choice. He managed to hold off mercenary forces alone for a few days on end with the help of a sniper rifle and a bridge to bottleneck them into. He's also pretty good with assault rifles, but nothing out of the ordinary. His armor also comes installed with standard kinetic barriers, which can put a halt to high-speed physical projectiles that are fired at him (bullets, etc.). Kinetic barriers can be brought down if shot at enough, and don't defend against energy weapons. (lasers, etc.)
After serving the Hierarchy, he was trained by C-Sec academy where he was an investigator, solving different criminal cases. On Omega, he organized his own team of specialists and was proficient with combat tactics and leading his team. He's also fairly decent with electronics, coming from an advanced space future society. He's no tech expert by any means, but he can figure out how to hack a door, do repairs, or mess-up something mechanical if the situation requires.

[There's a vaguely bird-like alien on the feed, looking just slightly amused at the story he was just fed by one of the Acolytes. Was he really supposed to believe that? That questioning, raised brow plate says otherwise.]
Not really my thing though. I might know a friend who would be interested.
[So someone please point him to the port out of here. He really has other things to get back to, dealing with VR ads is not something he wants to be sitting in at the moment..]

Garrus traced over the repeating shapes of the Citadel, finding little comfort in their familiarity. As the sky car continued to glide through the traffic, he found himself looking at the faces of his team back on Omega, ready to fight and face enormous odds under his wing. And he'd failed them. The turian's mandibles clamped tight as guilt washed over his thoughts, a feeling that had been eating at him ever sense he'd been left alone to think.
He'd always trusted his instincts in the past. He knew when someone was dirty, when they were just thugs that needed to be shown their due. They were the ones that were inherently wrong, and arbitrary words on paper or ideals just got in the way of the bigger picture. Murderers, traitors, criminals. They didn't deserve a second chance to escape and hurt someone innocent again. He was so sure of this. It wasn't just his opinion, it was fact, and he could prove it with his own experience.
That is, until Shepard chose to stand between Sidonis and his rightful punishment. He was so certain that the man deserved to die. His own cowardice had lead to the deaths of people, good people, his people, to save his own hide. But when Garrus' Commander chose to put herself in between him and his redemption, something happened. The turian stopped, and listened. Something about the tone of his voice, about the way Sidonis leaned lifelessly into the edge of the railing. Guilt. Soul crushing guilt.
For the first time, he had doubted himself as the target reticle lay fixed over his former confidant.
Could someone like him even feel guilt?
Back on the shuttle, Garrus stopped and turned as he felt a hand on his shoulder. There's a pause as he looks at his Commander, before giving her a small nod, "Let's go."
'There was still good in him.' he thought, following her back to their ship.
